I watched the whole movie once and had to revisit a few scenes to understand the story... I think. Reminded me somewhat like Memento but retrograde instead of anterograde amnesia. Worth a watch for hard core sci-fi thrillers. See a better review in "Summary" tab.

Harkin: There are no good guys and bad guys, Ryan. Just opinions. But you know the right way to get one individual controlling everyone? By having me controlling the right individual. For example, lets just say a particularly unstable world leader. Control's inevitable in some form, whether it's us or not.

Agent Elkin: You know how you control the masses? Fear. Humanity does appalling things.
Some of them, I've experienced. We saw so many tragic cases come through the unit. It was sickening. War. War. War. Endless fighting and dying, and dying and fighting. But in the world that I create, if you break my laws, you will simply be switched off. Your signal overtaken. And that fear will create a beautiful future. A world without conflict.

Ryan: It's important what you read last thing at night. It sets the tone of your sleep. That was one of the many things you taught me.

Harkin: My father always taught me, "A man can't use his mind, until he knows how to use his body." Good lesson. Worth all the scars.

Ryan: Tell me about mind control!
Leonid: I have heard of such a program. Experimental death, called droning.
Ryan: How is it done?
Leonid: How is it done? The host body holds a receiver, like a modem receiving a signal.
Ryan: Where?
Leonid: All neurological impulses go through the basal ganglia in the back of the neck,
so probably there.
