De los seis que sí votan, tres votan en contra del presidente electo. En definitiva, el presidente llega al gobierno porque lo votan tres de cada diez cuidadanos. En las elecciones legislativas de "midterm", estas proporciones son aun más alarmantes: seis de cada diez ciudadanos no participan y, de los cuatro que sí lo hacen, dos votan en contra del candidato elegido. En esta caso, la Cámara de Representantes en su totalidad y un tercio del Senado responden a la "voluntad popular" de dos ciudadanos de cada diez. En este contexto es que fuimos a buscar a José Pepe Mujica, presidente de Uruguay durante el período 2010-2015 y considerado el "presidente más pobre del mundo." A través de su experiencia como activista, revolucionario, preso político, legislador y presidente, Mujica ayuda a ver la política de una manera distinta. Nos invita a reflexionar sobre el poder que tiene el individuo cuando vota. Sobre el poder que pierde cuando no participa. In short, the president is elected by three out of ten citizens. In midterm elections, the proportions are even more alarming: six of ten citizens don't participate and, of the four who do, two vote against the elected candidate. The entirety of the House of Representatives and one third of the Senate govern under the "popular vote" of only two citizens out of ten.
