"For years, the stations of the Hinder Stars, those old stations closest to Sol, have lagged behind the great megastations of the Beyond, like Pell and Cyteen. But new opportunities and fears arise when Alpha station receives news of an incoming ship with no identification. The denizens of Alpha wait anxiously for news about the outsiders, each with their own suspicions about the ship and its origins. Ross and Fallon, crew members of the Galway, believe the unidentified ship belongs to Pell and has come to investigate another massive ship docked at Alpha, The Rights of Man. Though Rights is under the command of the Earth Company, it is not quite perfected--and its true purpose is shrouded in mystery. James Robert Neihart, captain of Finity's End--a huge faster-than-light ship flown by one of the Merchanter Families--has heard whispers of The Rights of Man and wonders at its design and purpose, especially as Sol struggles to rival the progress of the Farther Stars. Now docked at Alpha, he must convince the crews that there is more to The Rights of Man than meets the eye. Because the reasons behind the creation of The Rights of Man, and its true plans, could change everything--not just for Sol, but for the Hinder Stars and the Beyond itslf." -- from publisher.

This book follows on to "Finity's End" published in 1997, so 22 years later. Even though I read that book many years ago, it all came back in this book. In this book we are on Alpha Station, the only station with some non-FTL communication with Earth. Earth is still feeling superior, and Alpha Station is deteriorating because all goods from Earth are going to build a large FTL ship based on stolen plans of the ship "Finity's End." However, the plans were the original flawed plans so the ship can't fly properly and just sits there, eating up resources. The Earth based persons who came to build it are attempting to take over Alpha Station when the original Finity's End shows up with a proposal to unite all merchant families. Tensions ensue. The Alpha Station Director Abrezio, no friend of the Earth persons who are attempting to take over, has come into possession of an FTL point near Earth and is trying to decide what to do with the information. This is the typical Cherryh dilemma of a good person trying to make decisions when there seem to be no good ones. I only hope the next book in what I presume is a series, comes soon.

Alliance Rising should have been a short story or novella. It drags on and on -- before finally getting to the story -- and even that isn't all that inspiring or spellbinding. I've come to expect much better from C.J, Cherryh. This is the first book I've seen where she has a co-author -- maybe that was the problem. Action all takes place on a Star Station with a new ship threatening to leave older, smaller ships behind. Who is to own the Stations and the Ships is the centre of the dilemma -- Earth Company (EC) vs almost everyone. Lots of discussion of family ships, faster than light speed, trade amongst worlds, star stations and ships -- who should own what and do what. In the end -- an okay read, but way too much detail and not enough action for me.
